This eight step process remains the same, just how each step is carried out can differ depending on different factors such as location. More on that in a moment.
The main difference between project managing your own Plungie installation and getting a qualified tradesperson to oversee the process is the fact that you will need to obtain an Owner Builder qualification.
Most state legislation in Australia dictates that you must obtain an Owner Builder permit if you wish to undertake or supervise building on your property worth more than a certain amount of money. This amount ranges from $10,000 to $16,000 depending on which state your building project is taking place in.

How to Become an Owner Builder

Step 2: Take up and complete the Owner Builder Course accredited by your state construction board that is in charge of issuing Owner Builder permits.
Step 3: Submit your application for an Owner Builder permit to your state's corresponding approval board.
Step 4: Check if your state requires you to obtain development approval for your installation If so, apply for development approval for your project.
Step 5: Apply for and obtain a Construction Induction Card (White Card).
Step 6: Make any changes to your application if required to do so. Please note you should be contacted if your application requires any amendments from your end. If no changes are required, you should get your Owner Builder permit within four weeks of submitting your application.
A Matter of State
Depending on which state you are installing your Plungie in, the eight installation steps as well as the steps required to obtain an Owner Builder permit might differ slightly. It’s important to know the logistics and legislation for your state.
In Australia, Plungie delivers to Queensland, New South Wales, Victoria, South Australia and the Australian Capital Territory.

Queensland
1. Choose Your Plungie
With four versatile pool models, choosing your Plungie could be the hardest part of the whole process. We have clear specifications for the Arena, Studio, Original and Max to help you decide which model is right for your project.
After deciding which Plungie best suits your project, we will issue you with a formal quote as part of your enquiry process.
You will then need to confirm your sales order, put down a 10% deposit and then 30 days prior to your tentative date of requirement, pay the remaining balance of the invoice of your order. You can find a comprehensive breakdown of how to purchase your Plungie here.
2. Building Approval
In Queensland, obtaining building approval for new swimming pools is a legal requirement. This approval ensures that your pool is constructed safely and complies with all relevant building codes and regulations.
The council will assess your proposed pool design to ensure that it meets all the relevant building codes, safety standards and environmental regulations. You will need to provide detailed plans and specifications of your pool design, including the size, location and depth of the pool, as well as fencing and landscaping details.
Queensland residents need an Owner Builder permit if you wish to undertake or supervise a building project valued at more than $11,000.
All residential pools and outdoor spas in Queensland must also be registered with QBCC.
As part of the approval process you will need to conduct a geotechnical survey to assess soil conditions such as: load-bearing capacity, drainage and potential groundwater issues.

3. Basic Site Prep
All site preparation should be completed in accordance with our Engineering Set and the Plungie Install Guide.
4. Crane Hire
A crane is required to lift the pool from our delivery truck and place. Every Plungie is delivered with the required M20 or M24 lifting swivels (depending on which model you choose).
Ease of access to the property heavily impacts this process, making it one of the most variable factors in the installation. We recommend installing your Plungie at the vacant lot or slab stage for new builds with a construction cover to allow work to continue around the pool with no disruption to make this step as easy as possible. 5. Electrical + Back Fill
Even as a registered Owner Builder this is one step you cannot undertake yourself. A trade-qualified electrician must earth your Plungie to direct any harmful electrical currents to the ground and away from the pool.
If your Plungie is installed in-ground or semi-recessed, you will also need to backfill the over-excavated area.
6. Standard Plumb Up
Plungie is designed to be a plug and play solution that can be up and running within hours. Every pool is supplied with its primary plumbing fixtures pre-fitted, including skimmer box, hydrostatic valve and filtration returns.

7. Finishing + Surrounds
With Plungie, you can enjoy all the efficiencies of prefabrication without compromising on design. There are so many ways to customise your Plungie to help it align with your DIY dreams.
Finishings such as decking, coping tiles, paving and more can be added, but before you do, remember, safety first. Make sure the fencing and surrounds of your pool meet Queensland’s requirements.

8. Fill + Start Up
Last but not least it’s vital that you install the hydrostatic valve and complete final certification and inspection before filling your Plungie.
It will take anywhere between 6-12 hours to fill a Plungie with a garden hose or as little as 15 minutes if you engage a local water delivery service.

New South Wales

In NSW to apply for a pool building license you have to complete either a Certificate IV in Swimming Pool and Spa Building. Or, a Licence Skills Assessment, conducted by the Building Industry Skills Centre.
You then need construction approval for your project and either development consent of a Complying Development Certificate (CDC).
Part of this approval requires a geotechnical survey of the land where you are going to install your Plungie, to assess soil conditions.
NSW residents must have an Owner Builder permit to supervise or carry out building work worth more than $10,000 on their property. Or if they are choosing to not contract a licensed builder to supervise the work.
Owner Builders in NSW must then have a written contract with licensed tradespeople to do building, renovation or maintenance to any home (including swimming pools) if the contract price and cost of the labour and materials exceeds $5,000.

In NSW there are a number of legal requirements when it comes to pool fencing and surrounds that may not apply in every other state in Australia. Such as having a CPR sign near your pool that must be easy to read from at least 3 metres away.

Victoria

2. Building Approval
In Victoria, you must apply for a certificate of consent from the Victorian Building Authority (VBA) to undertake work that exceeds $16,000.
As an Owner Builder in Victoria you must do the following: obtain and comply with a building permit. Arrange for the certification of completed work and ensure that the work is compliant with Australian standards. Ensure site and worker safety and rectify any defective building work.
If your property is set to become a workplace under Victorian OHS laws, you will need to provide evidence of having completed Construction Induction Training.
If you are doing all the work yourself, your site won't be considered a workplace. But if you are going to engage or oversee any contractors, such as a plumber or a tiler, who will enter the site to do work, it will be classed as a workplace.
If you are a Victorian resident, you also need to conduct a geotechnical survey of the land where you are going to install your Plungie, to assess soil conditions. You also need a Hydraulic Reticulation Plan (HRP).

If your Plungie is installed in-ground or semi-recessed, you will also need to backfill the over-excavated area.

In South Australia, to carry out any pool installation projects valued at $12,000 or more, an Owner Builder permit is required.
Unlike most other states, there is no specific license associated with pool and spa building in South Australia.
You will need development approval though to install most pool types in SA. Particularly if you intend to install your Plungie on a deck or near a retaining wall.
You also need to conduct a geotechnical survey of the land where you are going to install your Plungie, to assess soil conditions before your project can get underway.

Gates must swing outwards away from the pool and be self-closing, while latches must be out of the reach of children. Latches should be installed at least 1.5m from the ground.

Australian Capital Territory

In the ACT When building a swimming pool that can hold water deeper than 300mm, under the Building Act 2004, you must have: building approval, a building certifier, certificates, design and construction standards and more.

You also need to conduct a geotechnical survey of the land where you are going to install your Plungie, to assess soil conditions before your project can get underway.
While an Environmental Impact Statement (EIS) is not typically required for pool installations, in the ACT if the proposed site is in an environmentally sensitive area, additional assessments may be necessary. This includes evaluating potential impacts on local water systems and surrounding vegetation.

As with every state, there are many regulations that pool fences must comply with in the ACT. Pool fences have a minimum height requirement of 1.2m and must have non-climable zones.
There are numerous other laws and regulations which are important to know before installing your Plungie and erecting its fence. For example, If your neighbor places something within the non-climbable zone (a 1.2m arc from the top of the fence), your fencing immediately becomes non-compliant.
